A program was organized by the coordination of JCYCN, SOCH Youth, Volunteer Aid Nepal, Youth Coordination Center, Cwin Youth Forum, Mission Nepal, YEC-Nepal, HRERLIC Nepal. The topic of the program was ‘The Role of Youth on Natural Disaster Management’ on the dated 17th July 2010 in Katmandu. Program was started at 2:15PM. Participated was 27 at the program. Tilottam Paudel from JCYCN welcomed all and define the program. Then Ramesh Timilsina, HRERLIC Nepal talked about the program.

Object of the program:

• To define what is natural disaster.
• To find out the causes and results of natural disaster.
• To find out the solutions of disaster management.
• To discuss the role of youth for disaster management.

Jyoti Sharma, YEC-Nepal says that youth can play a vital role to save the natural resources to decrease the risk of natural disaster like flood, earthquake etc. Due to climate change the height of Sagarmatha is low. Many Nepalese people are depending on agriculture as their occupation. Due to climate change farmers are not getting achievement properly as their hard working. So it is most important to save the natural resource to control the climate change.

Radha Dhakal from JCYCN shares the ideas of natural disaster management. She said that here are two main causes of natural disaster like;

• Green house effect.
• Deforestation.

She said that all disaster is man-made. So, we can manage to control the natural disaster. Poverty and natural disaster are interlinked.

Sanjaya Khdka, SOCH Nepal presented a paper about the natural disaster management. He says in 1982 AD the natural disaster relief act made in Nepal. Before this act we worked as social work. Due to weak implementation victim are not feeling properly relief. In the content of Nepal mainly occurring flooding, land slide, epidemic. Nepal is on the 11th number for earthquake on the comparison of world. Many people affected and many houses damaged due to natural disaster. The city Kathmandu is more dangerous of earthquake. Eleven earthquakes have happened in Nepal. Many small earthquakes are happening everyday but we can’t know/ not feeling. Nepal is in 30th number of flood occurring on the comparison of world. Many people affected of koshi barrage of western region of Nepal by the flood. GULF, fire, land slide are more occurring in Nepal. Fire is one of the common natural disaster. Low people died on the comparison of other types of disaster. Here is interlinking between the disasters such as drought and fire, flood and epidemic, fire and earthquake etc. Eco system also disturbed due to natural disaster. He says that climate change and human rights are interlinked.

He suggested the role of youth on disaster management like this;

• Change the self that talk more than work.
• Make people aware on the cause and result of natural disaster and tips that how can we save our environment from disaster.
• Start campaign from schools and include the school curriculum.
• Control populations that save the natural resources. For this should free education to girls.
• The motto should be ‘cut one tree and plant ten’.
• Re-cycle and re- use of waste for waste management.\
• Rescue training for youth.
• Media program to aware people.
• Youth unity for many programs to disaster management.

Roshan Bahadur Gaha, Member of Assembly said that state should help to disaster management, but due to political competition many plan of the country are not implementing properly. We have good opportunity to make constitution now. And the concept of federalism is good for develop. He said that government only listen when they comment on the topic of human rights and natural disaster, climate change etc and make law but the implementation is weak.

Then a little break for tea with discuss on the topic. Shankar Raj Bhandari, participate share his ideas to manage natural disaster like this;

• Every SLC passed student should plant one tree.
• Youth group should have trained and aware.
• Should be bio-friendly.
• Plastic management should be main plan.
• Should not political bias.

Radha Dhakal from JCYCN shared the solution of disaster management these are like this;

• Should plastic band.
• Use cycle instead car even one day of the week.
• Proper use of natural resources than maximum use.
• Plastic free campaign from home.

At 5:00 PM the program was finished. At the end of program Tolottam Paudel, Biddhya Sagar Pandey from JCYCN thanks to all participated and guests.
